Betteridge Road and Emerald Park Road Upgrade Project - Phase II
As the community moves forward with the planning and development of the Town Centre, the Chuka Creek Lakes, the Multi-Use Recreational Facility, the Potential High School and the developments of Royal Park and Picasso Pathways, there is a need to ensure that adequate transportation networks with adequate capacity are provided.

Project Background
With this vision in mind the Town of White City Council approved the Betteridge Road and Emerald Park Road Upgrade Project in 2018. This multi-year construction project aims to upgrade the serviceability and usability of the current Betteridge Road and Emerald Park Road, which are to become the corridor to the new Town Centre Development.
Traffic in the White City and Emerald Park area travels mostly to and from the business and commercial centres located to the north along Great Plains Road or travels to other destinations, such as Regina, via the provincial highway system.
Currently, there are three principle north-south links in the area: Great Plains Industrial Drive; Emerald Park Road, and White City Drive. Most traffic typically travels to and from the north and is heavily dependent on these north-south roads. Betteridge Road will be a key component of the plan area as it will serve as the primary east-west arterial for the development as well as provide access to the Town Centre, the Multi-Use Recreational Facility, the Potential High School and the developments of Royal Park and Picasso Pathways.
Once completed, Betteridge Road will consist of four lanes from White City Drive through the heart of the Town Centre and eventually connecting to Viterra Road.
This roadway will not only create a proper connection across the municipality, but also provide a proper access to services and the residential, commercial and recreational offerings of the Town Centre.
The project as a whole involves the installation of water and sanitary sewer services, road realignment, road widening, culvert crossings, utility services, road re-surfacing and paving, as well as addressing the connections of Betteridge Road to White City Drive and Emerald Park Road.
Given the magnitude of the Betteridge Road Project, it will be completed in a phased approach. The timing of each phase is not known at this time and will likely be dependent on the growth of adjacent development. The works anticipated for each of the phases can be combined with other phases or broken down to create smaller phases as required.
Betteridge Road Phase I Construction
Phase I of the project was completed Fall 2019 and included the installation of the watermain and sanitary sewer lines along Betteridge Road and Emerald Park Road, from White City Drive to the future Town Centre.
Betteridge Road Phase II Construction
Phase II is scheduled to begin in May/June of 2021, with a project completion date of August 16, 2021.
Key components of Phase II include:
- Road Realignment
- Betteridge Road will be realigned, both horizontally and vertically to better align with the existing White City Drive road, as well as the residential subdivision of Garden of Eden.
- The realignment of the road will improve the drainage along the north side of Garden of Eden and improve maintenance requirements as the slopes will be more accessible.
- The realignment of the road will increase privacy for properties in the Garden of Eden backing Betteridge Road.
- Overhead utility relocations along the south side of Betteridge Road.
- Extension and improvement of the Chuka Creek culvert crossing.
- Lowering of the existing sanitary sewage force main and valve chamber from the Lift Station to White City Drive.
At the end of Phase II, the portion of Betteridge Road between White City Drive and Emerald Park Road will be surfaced with compacted traffic gravel. Asphalt surfacing will be completed in a later phase of project.

Updated Project Completion Date
Due to delays associated with material sourcing and weather conditions, the project is now delayed for a few weeks, moving the anticipated completion date to the end of October of 2021.
